Official FAA learning statement

Recall regulations - use of seats / safety belts / harnesses (passenger)

What this means for your checkride

The pilot in command must ensure that each person on board is briefed on how to fasten and unfasten that person's safety belt and, if installed, shoulder harness. During movement on the surface, takeoff, and landing, each occupant must occupy an approved seat or berth with a safety belt properly secured, subject to the rule's specific exceptions, and child restraint system provisions apply.

Pilots must know when passengers must be briefed on and use safety belts, shoulder harnesses, and child restraints.

A code on your test report is an area of deficiency. An authorized instructor must review it with you and endorse that review before you take the practical test, and the examiner may revisit it during the oral. Study it until you can explain it out loud, not just recognize the answer.
