What this means for your checkride

A person operating a U.S.-registered civil aircraft outside the United States must, over the high seas, comply with ICAO Annex 2, and while within a foreign country must comply with the regulations relating to the flight and maneuver of aircraft there in force. Part 91 still applies so far as it is not inconsistent with those foreign regulations or Annex 2.

It clarifies which rules govern when a U.S. aircraft operates abroad.

The common trap

U.S. rules do not simply carry over unchanged; the local regulations in force in the foreign country take precedence where they conflict.

Before your checkride (14 CFR 61.39)
