What this means for your checkride

Pilots should be knowledgeable of radio station license requirements and radio communications equipment and procedures. An FCC radio station license is required for aircraft equipped with radios, including an emergency locator transmitter, when operated outside the United States.

The FAA expects pilots to know when FCC licensing applies, particularly for international operations.

The common trap

A domestic-only flight generally does not require an FCC station license, but international operations do.

Before your checkride (14 CFR 61.39)

A code on your test report is an area of deficiency. An authorized instructor must review it with you and endorse that review before you take the practical test, and the examiner may revisit it during the oral. Study it until you can explain it out loud, not just recognize the answer.
