What this means for your checkride
An IFR flight plan tells ATC your intended route, altitude, equipment, and timing so it can provide separation and clearances in the system. You file it before flight, receive a clearance, and fly the cleared route, amending it with ATC as conditions change.
IFR operations run on the filed flight plan and the clearance built from it, so the FAA tests what an IFR flight plan contains and how the clearance relates to it.
Filing an IFR flight plan is not the same as being cleared. You must receive and read back an ATC clearance before operating IFR in controlled airspace; the filed plan is only a request.
Where to study it
A code on your test report is an area of deficiency. An authorized instructor must review it with you and endorse that review before you take the practical test, and the examiner may revisit it during the oral. Study it until you can explain it out loud, not just recognize the answer.
